Engineering cells?

Are we anywhere close to engineering cells, as in creating synthetic systems that can reproduce and evolve?

George Church pointed out a rather good point in this article: given the state of arts, we are only starting to manipulate the cells. Without complete understanding of the cells, it is impossible to engineer a cell from scratch. Nevertheless, engineers like myself are starting to integrate quantitative tool in understanding the cells and to integrate engineer principles in manipulating the cells.
